Operational Signature

Certification requires holding all regulatory licenses for the provider's industry, transparent pricing matching delivery plus disclosed admin fee, 20:1 maximum executive compensation ratio, annual published financials, and yearly re-audit submission. Consumers never pay MARLOWE; providers pay for certification.
