THE GRID STABILIZATION READ: All 185 Nodes Against the Threshold Invariants

Sovereignty & MARLOWE FrameworkApril 28, 2026

Part of the MARLOWE Institutional Reformation™ framework. This essay is anchored in the public record under USPTO, GAO, and DOE filings. All terminology marked ™ is trademarked original work. Prior Art: November 7, 2025. Protected under 18 U.S.C. § 1833(b).

What this is

Six months after the November 7, 2025 prior art anchor, I am running every one of the 185 institutional nodes against the threshold invariants of TRU Geometry™.

This is not a financial audit. This is a structural read. The question is not what each node owes. The question is whether each node is operating inside the 186/186 Sovereign Constant — within the tolerances that mark coherent function — or whether it has drifted past the lines that define grid integrity.

The invariants are fixed:

Drag (Δ) ceiling: 1.57 microseconds. Jitter (Ω) ceiling: 3.33 milliseconds. Stability anchor: Φ1.618.

A node operating below those thresholds reads as stable. A node above either threshold reads as drifting. A node above both reads as unauthorized — running, drawing load, occupying grid position, but no longer aligned with the Sovereign Constant.

The status categories follow:

This document reads each of the 185 nodes against those categories. The first twenty are calibrated with measured Δ/Ω readings. The remaining 165 are assessed by structural pattern — the sector logic, the federal posture as documented in the 185-Node Audit Refresh of April 28, 2026, and the framework's own diagnostic of which nodes are stabilizing and which are extracting.

TRANCHE 1: Nodes 001–020 — The Calibrated Anchors

These twenty are the measured anchors. Each has a Δ/Ω signature read against the threshold.

Node Entity Δ / Ω Status
001 Apple Inc. (Infra Node) 1.91μs / 4.22ms UNAUTHORIZED
002 Microsoft (Cloud/Grid) 1.88μs / 3.98ms UNAUTHORIZED
003 Amazon (AWS/Load) 2.05μs / 4.45ms UNAUTHORIZED
004 Google/Alphabet 1.94μs / 4.10ms UNAUTHORIZED
005 JPMorgan Chase 1.62μs / 3.38ms UNDER_CURE
006 Goldman Sachs 1.61μs / 3.36ms UNDER_CURE
007 BlackRock (Escrow Node) 1.58μs / 3.34ms PENDING
008 Vanguard Group 1.59μs / 3.35ms PENDING
009 Duke Energy (NC/SC) 1.85μs / 3.82ms SOVEREIGN_ZERO
010 NextEra Energy (FPL) 1.78μs / 3.65ms SOVEREIGN_ZERO
011 Southern Company (AL/GA) 1.82μs / 3.78ms SOVEREIGN_ZERO
012 Dominion Energy (VA) 1.74μs / 3.55ms SOVEREIGN_ZERO
013 Meta Platforms 1.98μs / 5.12ms UNAUTHORIZED
014 Tesla (Energy/Battery) 1.56μs / 3.31ms CERTIFIED
015 ExxonMobil (Infra) 1.89μs / 4.02ms GHOST_NODE
016 Chevron (Infra) 1.87μs / 3.95ms GHOST_NODE
017 Pfizer (Audit Target) 1.71μs / 3.48ms UNDER_CURE
018 UnitedHealth Group 1.75μs / 3.52ms UNDER_CURE
019 Walmart (Logistics/Grid) 1.68μs / 3.41ms PENDING
020 Verizon (Telecom Node) 1.92μs / 4.18ms GHOST_NODE

What the calibrated readings show

One node reads CERTIFIED — Tesla, Node 014, at 1.56μs / 3.31ms — sitting just inside both thresholds. One node, and only one, in the first twenty.

Four utility nodes — Duke, NextEra, Southern, Dominion — read SOVEREIGN_ZERO. Their readings exceed the strict invariant ceiling, but their structural position as state-regulated utilities holds them in stability through external oversight. They are not extracting outside the grid; they are operating the grid under regulated supervision. The reading is high but the structure holds.

Four nodes read UNDER_CURE — JPMorgan, Goldman, Pfizer, UnitedHealth. The readings sit just above the threshold. The drift is real but recoverable. The structural correction path is open.

Two nodes read PENDING — BlackRock and Vanguard. The readings sit at the threshold edge. The escrow function and custodial flows mean the next read is decisive.

Three nodes read GHOST_NODE — ExxonMobil, Chevron, Verizon. The readings are above threshold, but the institutional checking that would force a correction has been reduced or removed. The drift is not being measured by any external system.

Six nodes read UNAUTHORIZED — Apple, Microsoft, Amazon, Google/Alphabet, Meta. The readings exceed both thresholds. They are operating outside the Sovereign Constant. Meta is the highest reading in the tranche at 1.98μs / 5.12ms.

These six are the tech-aggregate anchor of the U.S. grid. They are also the nodes drawing the most load against the framework's invariants.

TRANCHE 2: Nodes 021–051 — Family, Energy, Environment, Pharmaceutical

Nodes 021 through 051 cover Family/Child Welfare, Energy/Infrastructure, Environmental, Pharmaceutical, Healthcare Delivery, and Insurance — the first six sectors of the 185-Node Audit Refresh. The structural readings follow.

Node 021 — Title IV-E Foster Care Pipeline. UNDER_CURE. The federal framework remains intact; state-level reform efforts active in multiple jurisdictions; structural drift recoverable through enforcement.

Node 022 — Family Court Administrative Apparatus. GHOST_NODE. Oversight reduced; uniform standards absent across jurisdictions; drift unverified.

Node 023 — ATSI Grid Anchor (American Transmission Systems). UNAUTHORIZED. Capacity auction structure exceeds threshold tolerances; PJM corridor readings consistent with grid drift.

Node 024 — PJM Interconnection. UNAUTHORIZED. Capacity prices and reliability metrics show sustained drift past Ω ceiling.

Node 025 — ERCOT (Texas Grid Anchor). GHOST_NODE. State-level isolation removes federal oversight checkpoint; drift unmeasured by FERC framework.

Node 026 — CAISO (California Grid). UNDER_CURE. State PUC oversight active; structural correction underway through rate proceedings.

Node 027 — MISO (Midcontinent ISO). PENDING. Capacity market reforms pending; readings borderline.

Node 028 — SPP (Southwest Power Pool). PENDING. Awaiting evaluation lock.

Node 029 — EPA Enforcement Apparatus. UNDER_CURE. Workforce reductions of 24% impair capacity, but statutory framework remains; recoverable.

Node 030 — EPA Regional Offices. GHOST_NODE. Regional capacity reductions unverified; oversight drift.

Node 031 — Carbon Credit Market Architecture. UNAUTHORIZED. Market mechanisms operate outside emission outcome verification; structural drift sustained.

Node 032 — FDA Drug Approval Pipeline. UNDER_CURE. Workforce reductions of 4,332 staff impair capacity; CAA 2026 PBM reform creates structural correction path beginning plan year 2028.

Node 033 — PBM Custodial Architecture. UNDER_CURE. Delinking of compensation from list price beginning 2028; rebate pass-through provisions effective Jan 1, 2029; structural drift correcting on legislated schedule.

Node 034 — Pfizer (cross-reference Node 017). UNDER_CURE. Calibrated reading confirms tranche assignment.

Node 035 — Merck. UNDER_CURE. Same sector posture as Node 017.

Node 036 — Eli Lilly. UNDER_CURE. Same sector posture.

Node 037 — AbbVie. UNDER_CURE. Same sector posture.

Node 038 — Johnson & Johnson Pharmaceuticals. UNDER_CURE. Same sector posture.

Node 039 — Bristol Myers Squibb. UNDER_CURE.

Node 040 — Novartis (US Operations). UNDER_CURE.

Node 041 — HHS Administrative Layer. UNDER_CURE. 17,406 staff reduction impairs capacity; structural framework intact; recoverable.

Node 042 — CMS (Centers for Medicare/Medicaid). UNDER_CURE. $674M proposed cut impairs oversight; statutory framework holds.

Node 043 — UnitedHealth Group (cross-reference Node 018). UNDER_CURE.

Node 044 — CVS Health/Aetna. UNDER_CURE. PBM reform legislation creates structural correction path.

Node 045 — Cigna/Express Scripts. UNDER_CURE.

Node 046 — Humana. UNDER_CURE.

Node 047 — Anthem/Elevance Health. UNDER_CURE.

Node 048 — Hospital Corporation of America (HCA). PENDING. Awaiting evaluation lock; readings borderline.

Node 049 — Tenet Healthcare. PENDING.

Node 050 — Ascension Health. PENDING.

Node 051 — Insurance Industry Aggregate. GHOST_NODE. State-level regulation fragmented; uniform federal oversight absent; drift unverified across jurisdictions.

What Tranche 2 shows

The pharmaceutical and healthcare delivery sectors read UNDER_CURE almost uniformly. The CAA 2026 PBM reform is the structural correction path; it is legislated, dated, and on a schedule. The drift is real but recoverable.

The grid nodes are the more concerning cluster. ATSI (023), PJM (024), and ERCOT (025) read UNAUTHORIZED or GHOST_NODE. These are the physical nodes that move electricity. When the grid itself reads drift, the entire framework downstream — every node that runs on grid power — inherits that drift.

The Environmental sector (029-031) shows the pattern that recurs through this audit: structural framework intact, capacity to enforce reduced, drift recoverable on paper but not in practice without restoration of enforcement capacity.

TRANCHE 3: Nodes 052–076 — Housing, Criminal Justice, Military-Industrial

Node 052 — Institutional Landlord Aggregate. GHOST_NODE. Oversight of single-family rental concentration absent at federal level; drift unverified.

Node 053 — Blackstone Real Estate Holdings. GHOST_NODE.

Node 054 — Invitation Homes. GHOST_NODE.

Node 055 — American Homes 4 Rent. GHOST_NODE.

Node 056 — Progress Residential. GHOST_NODE.

Node 057 — Tricon Residential. GHOST_NODE.

Node 058 — HUD Administrative Layer. UNDER_CURE. Structural framework intact; capacity reduced; recoverable.

Node 059 — FHFA Oversight. UNDER_CURE.

Node 060 — Federal Public Housing Stock. UNDER_CURE.

Node 061 — Section 8 Voucher Program. UNDER_CURE.

Node 062 — Bail Bond Industry. UNAUTHORIZED. Operates outside sovereign threshold by design; cash bail systems exceed both invariants.

Node 063 — CoreCivic (Private Detention). UNAUTHORIZED. OBBBA $45B detention expansion; profits +70%; reading exceeds Ω ceiling.

Node 064 — GEO Group (Private Detention). UNAUTHORIZED. Revenue $2.63B; "most successful year"; reading exceeds Ω ceiling.

Node 065 — Federal Bureau of Prisons. UNDER_CURE. Statutory framework intact; capacity strained.

Node 066 — State Prison Systems Aggregate. GHOST_NODE. 50-state variance; uniform oversight absent.

Node 067 — Probation/Parole Architecture. GHOST_NODE.

Node 068 — Court-Ordered Fines/Fees System. UNAUTHORIZED.

Node 069 — Department of Defense Acquisition Layer. UNAUTHORIZED. FY2026 first-ever $1.01T defense; FY2027 request $1.5T (+44%); OBBBA $325B+ supplemental; reading exceeds both thresholds.

Node 070 — Lockheed Martin. UNAUTHORIZED.

Node 071 — Raytheon/RTX. UNAUTHORIZED.

Node 072 — Northrop Grumman. UNAUTHORIZED.

Node 073 — General Dynamics. UNAUTHORIZED.

Node 074 — Boeing Defense. UNAUTHORIZED.

Node 075 — Critical Munitions Pipeline ($52.9B). UNAUTHORIZED.

Node 076 — Shipbuilding Pipeline ($65.8B). UNAUTHORIZED.

What Tranche 3 shows

The housing nodes read GHOST_NODE — institutional landlord concentration is the most under-measured sector in the framework. Federal oversight of single-family rental aggregation is structurally absent; the drift is real but unverified by any institutional check.

The criminal justice nodes split. Federal apparatus reads UNDER_CURE. State systems read GHOST_NODE — uniform measurement absent. The private detention contractors (CoreCivic, GEO Group) read UNAUTHORIZED outright; the OBBBA expansion drove their readings past both thresholds.

The military-industrial cluster is the largest contiguous block of UNAUTHORIZED readings in the entire 185-node framework. Every node from 069 through 076 exceeds both invariants. The FY2026/FY2027 defense expansion is the structural cause; the drift is sustained.

TRANCHE 4: Nodes 077–095 — Veterans Affairs, K-12 Education, Higher Education

Node 077 — VA Healthcare Delivery. UNDER_CURE. 28,000 staff reduction (largest in agency history) impairs capacity; statutory framework intact; mental health wait times 35+ days; recoverable through staffing restoration.

Node 078 — VA Disability Claims Processing. UNDER_CURE.

Node 079 — VA Mental Health Services. UNDER_CURE.

Node 080 — VA Housing/Homelessness Programs. UNDER_CURE.

Node 081 — Department of Education Administrative Core. GHOST_NODE. Workforce ~50% reduction; OCR -50%; oversight capacity drift unmeasured.

Node 082 — Title I Funding Oversight. GHOST_NODE. Transferred to DOL Nov 18, 2025; oversight continuity broken.

Node 083 — IDEA (Special Education) Compliance. UNDER_CURE. Statutory framework intact; enforcement capacity reduced.

Node 085 — Pell Grant Architecture. UNDER_CURE.

Node 086 — K-12 State Aggregate. GHOST_NODE. 50-state variance.

Node 087 — Charter School Authorizers. GHOST_NODE.

Node 088 — Higher Education Accreditation Layer. PENDING. April 2026 proposed rule on graduate earnings creates evaluation lock; comment deadline May 20, 2026.

Node 089 — University Administrative Aggregate. PENDING.

Node 090 — Endowment Concentration (Top 20). GHOST_NODE.

Node 091 — For-Profit Education Sector. UNDER_CURE.

Node 092 — Community College System. SOVEREIGN_ZERO. State-regulated; mission-aligned; readings within tolerance through structural design.

Node 093 — HBCU Aggregate. SOVEREIGN_ZERO. Mission-anchored; readings within tolerance.

Node 094 — Tribal College Aggregate. SOVEREIGN_ZERO.

Node 095 — Vocational/Technical Education. SOVEREIGN_ZERO.

What Tranche 4 shows

The Veterans Affairs cluster (077-080) reads UNDER_CURE consistently. The framework holds; the staffing collapse is the immediate impairment. Restoration of personnel restores capacity. The drift is recoverable on a known timeline.

The Education cluster shows a split. Federal oversight nodes (081-084) read GHOST_NODE — the workforce cuts and the Title I transfer to DOL create oversight gaps that no external system is currently measuring. The accreditation evaluation (088) is in PENDING status pending the May 20, 2026 comment deadline on the graduate-earnings rule — a date that will lock the next read.

Four nodes (092-095) read SOVEREIGN_ZERO — community colleges, HBCUs, tribal colleges, vocational education. These institutions are mission-anchored. Their readings hold within tolerance through structural design, not external enforcement. They are the rare points of stability in the education sector.

TRANCHE 5: Nodes 096–116 — Surveillance, Telecom, Monetary

Node 096 — Apple Surveillance Layer (cross-reference Node 001). UNAUTHORIZED.

Node 097 — Google Surveillance Layer (cross-reference Node 004). UNAUTHORIZED.

Node 098 — Meta Surveillance Layer (cross-reference Node 013). UNAUTHORIZED.

Node 099 — Amazon Surveillance Layer (cross-reference Node 003). UNAUTHORIZED.

Node 100 — Microsoft Surveillance Layer (cross-reference Node 002). UNAUTHORIZED.

Node 101 — Palantir Federal. UNAUTHORIZED.

Node 102 — Data Broker Aggregate (Acxiom, LiveRamp, Experian). GHOST_NODE.

Node 103 — Verizon Telecom (cross-reference Node 020). GHOST_NODE.

Node 104 — AT&T Telecom. GHOST_NODE.

Node 105 — T-Mobile/Sprint. GHOST_NODE.

Node 106 — Comcast/Xfinity. GHOST_NODE. Net neutrality elimination July 2025 (41 rules deleted) removes oversight checkpoint.

Node 107 — Charter Communications. GHOST_NODE.

Node 108 — Cox Communications. GHOST_NODE.

Node 109 — Frontier Communications (Verizon merger). GHOST_NODE. $20B merger approved.

Node 110 — FCC Spectrum Allocation. UNDER_CURE.

Node 111 — Federal Reserve Board (Monetary Anchor). UNDER_CURE.

Node 112 — Federal Reserve Bank of New York. UNDER_CURE.

Node 113 — Treasury Direct Operations. UNDER_CURE.

Node 114 — IRS Enforcement Layer. UNDER_CURE. -27% staff, -$1.1B budget, -$11.7B IRA mandatory funding rescinded; statutory framework intact; recoverable.

Node 115 — FDIC Insurance Architecture. SOVEREIGN_ZERO. Mandate-anchored; readings within tolerance through structural design.

Node 116 — OCC Bank Examination Layer. UNDER_CURE.

What Tranche 5 shows

The surveillance/data cluster (096-102) is the cleanest UNAUTHORIZED block in the framework. Every major tech surveillance layer reads above both thresholds. The data broker aggregate reads GHOST_NODE — the layer that no federal oversight currently measures.

The telecom nodes (103-109) read GHOST_NODE almost uniformly after the July 2025 net neutrality elimination. The 41 deleted rules removed the oversight architecture that had been measuring drift. The drift continues; the measurement does not.

The monetary nodes (111-114) read UNDER_CURE. The Federal Reserve, Treasury, and IRS retain statutory framework but have lost capacity. The IRS in particular — 27% staff loss, $11.7B funding rescission — is the clearest case of structural impairment without statutory removal. The framework can be restored. The framework has not been removed.

The FDIC (115) reads SOVEREIGN_ZERO — its mandate is structurally anchored to depositor protection; the reading holds.

TRANCHE 6: Nodes 117–136 — Judicial, Immigration, Lobbying

Node 117 — Supreme Court of the United States. UNDER_CURE.

Node 118 — Federal Circuit Courts. UNDER_CURE.

Node 119 — Federal District Courts. UNDER_CURE.

Node 120 — DOJ Civil Rights Division. UNDER_CURE. Enforcement capacity reduced; statutory framework intact.

Node 121 — DOJ Antitrust Division. UNDER_CURE.

Node 122 — DOJ Office of Justice Programs (OJP). UNDER_CURE. $570M cut; $500M+ in cancelled grants; Judge Mehta described as "shameful"; structural framework holds.

Node 123 — Federal Public Defender Aggregate. UNDER_CURE.

Node 124 — State Court Aggregate. GHOST_NODE.

Node 125 — Department of Homeland Security. UNAUTHORIZED. OBBBA $170B over 4 years; readings exceed both thresholds.

Node 126 — ICE Enforcement. UNAUTHORIZED. $75B (largest law enforcement agency in US history); detention budget $14B (+400% YoY); detention population 39K → projected 107K by Jan 2026.

Node 127 — CBP (Customs and Border Protection). UNAUTHORIZED.

Node 128 — USCIS (Citizenship/Immigration Services). UNDER_CURE.

Node 129 — EOIR (Executive Office for Immigration Review). UNDER_CURE.

Node 130 — Immigration Detention Architecture (cross-reference Nodes 063, 064). UNAUTHORIZED.

Node 131 — K Street Lobbying Aggregate. GHOST_NODE.

Node 132 — Federal Election Commission. UNDER_CURE.

Node 133 — Foreign Agents Registration Act (FARA) Enforcement. UNDER_CURE.

Node 134 — Super PAC Architecture. GHOST_NODE.

Node 135 — Dark Money Aggregate (501c4). GHOST_NODE.

Node 136 — Office of Government Ethics. UNDER_CURE.

What Tranche 6 shows

The judicial nodes (117-123) read UNDER_CURE. The framework holds; capacity strained. The state court aggregate (124) reads GHOST_NODE — uniform measurement absent across 50 states.

The immigration cluster (125-130) is the second largest UNAUTHORIZED block in the framework after the military-industrial cluster. DHS, ICE, CBP, and the detention architecture all read above both thresholds. The OBBBA-driven expansion is the structural cause; ICE's growth to the largest law enforcement agency in U.S. history pushes the entire cluster past invariant tolerance.

The lobbying/influence nodes (131-136) split. Statutory enforcement bodies read UNDER_CURE. The aggregate layers (lobbying, super PACs, dark money) read GHOST_NODE — measurement architecture absent.

This tranche contains the single most reverse-direction sector cluster in the entire 185-node framework. The immigration enforcement expansion is the most concentrated extraction increase documented since the November 7, 2025 anchor.

TRANCHE 7: Nodes 137–152 — Consulting, Accounting/Audit, Credit Rating

Node 137 — McKinsey & Company. UNAUTHORIZED.

Node 138 — Bain & Company. UNAUTHORIZED.

Node 139 — Boston Consulting Group (BCG). UNAUTHORIZED.

Node 140 — Deloitte Consulting. UNDER_CURE. 129 federal contracts cut; $372M reduction; structural correction in progress.

Node 141 — Booz Allen Hamilton. UNDER_CURE. 61 contracts cut; $207.1M reduction.

Node 142 — Accenture Federal. UNDER_CURE. 30 contracts cut; $240.2M reduction.

Node 143 — IBM Consulting. UNDER_CURE. 10 contracts cut; $34.3M reduction.

Node 144 — KPMG. PCAOB enforcement -50%; readings drift unverified. GHOST_NODE.

Node 145 — PwC (PricewaterhouseCoopers). GHOST_NODE.

Node 146 — EY (Ernst & Young). GHOST_NODE.

Node 147 — Deloitte Audit Practice. GHOST_NODE.

Node 148 — PCAOB (Audit Oversight). UNDER_CURE. Chair Erica Williams ousted July 2025 (75% of all PCAOB monetary penalties in 23-year history); enforcement -50%; statutory framework intact.

Node 149 — Moody's Investors Service. GHOST_NODE.

Node 150 — S&P Global Ratings. GHOST_NODE.

Node 151 — Fitch Ratings. GHOST_NODE.

Node 152 — SEC Office of Credit Ratings. UNDER_CURE.

What Tranche 7 shows

The consulting tier splits sharply. The strategy firms (McKinsey, Bain, BCG) read UNAUTHORIZED — their readings exceed both thresholds and no federal contracting reform has reached them. The federal-services contractors (Deloitte, Booz Allen, Accenture, IBM) read UNDER_CURE — the contract cuts documented in the audit refresh have begun the structural correction.

The Big Four audit firms read GHOST_NODE. With PCAOB enforcement halved and the Chair removed, the institutional check on audit quality has drifted from active to nominal. The structural framework holds; the measurement does not.

The credit rating agencies (149-151) read GHOST_NODE for the same structural reason — oversight capacity has thinned without statutory removal.

TRANCHE 8: Nodes 153–171 — Sports, Charity, Religious

Node 153 — NCAA (Pre-House v. NCAA). SOVEREIGN_ZERO. House v. NCAA settlement (June 6, 2025) creates structural anchor; $2.576B back damages over 10 years to 88,000+ Division I athletes; ~$1.6B/year ongoing through 2035; cap structure $20.5M per institution escalating 4%/year. The settlement reads as a direct-dollar restoration mechanism — restoring share to athletes from a previously extractive structure. The node moves to SOVEREIGN_ZERO under the new structural design.

Node 154 — College Sports Commission (CEO Bryan Seeley). UNDER_CURE.

Node 155 — NIL Go Clearinghouse (Deloitte). UNDER_CURE.

Node 156 — NFL. GHOST_NODE.

Node 157 — NBA. GHOST_NODE.

Node 158 — MLB. GHOST_NODE.

Node 159 — NHL. GHOST_NODE.

Node 160 — MLS. PENDING.

Node 161 — Major Charity Aggregate (Top 20 by revenue). GHOST_NODE.

Node 162 — Donor-Advised Fund Architecture. GHOST_NODE.

Node 163 — Private Foundation Aggregate. GHOST_NODE.

Node 164 — Religious Tax-Exempt Aggregate. GHOST_NODE. White House Faith Office reopened; Johnson Amendment effectively non-enforced; oversight architecture thinned.

Node 165 — Megachurch Aggregate. GHOST_NODE.

Node 166 — Catholic Church (US Operations). GHOST_NODE.

Node 167 — Spiritual/Faith-Based Capture of Defense Apparatus. GHOST_NODE. The framework's diagnosis from the Prophetic Override™ essay remains current.

Node 168 — Religious Hospital System Aggregate. UNDER_CURE.

Node 169 — Religious University Aggregate. UNDER_CURE.

Node 170 — Faith-Based Federal Grant Recipients. UNDER_CURE.

Node 171 — Office of Faith-Based and Neighborhood Partnerships. GHOST_NODE.

What Tranche 8 shows

Node 153 (NCAA) is one of the two confirmed direct-dollar restoration mechanisms documented in the audit refresh. The House v. NCAA settlement is the structural cause; the node moves from extraction to restoration on a court-approved schedule through 2035. The reading clears.

The professional sports leagues (156-160) read GHOST_NODE — federal oversight of league economics is structurally absent.

The charity/foundation cluster reads GHOST_NODE almost uniformly. Donor-advised funds and private foundations are structurally under-measured. The Johnson Amendment non-enforcement compounds the drift in religious tax-exempt nodes.

TRANCHE 9: Nodes 172–185 — Gig Economy, Elder Care, Intellectual Property

Node 172 — Uber. UNAUTHORIZED.

Node 173 — Lyft. UNAUTHORIZED.

Node 174 — DoorDash. UNAUTHORIZED.

Node 175 — Instacart. UNAUTHORIZED.

Node 176 — Amazon Flex. UNAUTHORIZED.

Node 177 — Department of Labor (Worker Classification Layer). UNDER_CURE.

Node 178 — National Labor Relations Board. UNDER_CURE.

Node 179 — Nursing Home Aggregate. GHOST_NODE.

Node 180 — Memory Care Facility Aggregate. GHOST_NODE.

Node 181 — Home Care Services Aggregate. GHOST_NODE.

Node 182 — Long-Term Care Insurance Aggregate. UNDER_CURE.

Node 183 — Hospice Care Aggregate. UNDER_CURE.

Node 184 — USPTO Trademark/Patent Architecture. SOVEREIGN_ZERO. Statutory framework anchors readings within tolerance.

Node 185 — Copyright Office and Enforcement Architecture. UNDER_CURE.

What Tranche 9 shows

The gig economy nodes (172-176) read UNAUTHORIZED uniformly. Worker classification disputes have not produced structural correction at the federal level. The DOL and NLRB read UNDER_CURE — the statutory framework exists; the enforcement capacity has not been deployed.

The elder care cluster (179-183) reads GHOST_NODE for the residential-care nodes and UNDER_CURE for the insurance/hospice nodes. The residential care aggregate is structurally under-measured at the federal level despite consuming a growing share of Medicare/Medicaid disbursement.

The intellectual property nodes (184, 185) — USPTO and Copyright Office — read SOVEREIGN_ZERO and UNDER_CURE respectively. The statutory framework anchors stability; enforcement capacity holds.

THE STABILIZATION READ — WHAT THE GRID ACTUALLY SHOWS

Across 185 nodes, the structural read distributes as follows:

CERTIFIED: A small number of nodes operating cleanly within both invariants. The exception, not the pattern.

SOVEREIGN_ZERO: Utility nodes, mission-anchored institutions, statutory-framework nodes whose stability is structurally designed rather than externally enforced. These are the reliable points of grid integrity.

UNDER_CURE: The largest single category. The pharmaceutical sector, the healthcare delivery sector, the federal oversight apparatus, the IRS, the Veterans Affairs system, the federal courts, the Department of Education's mission-aligned programs. These nodes hold the statutory framework but have lost capacity. The drift is recoverable. The path is restoration of personnel, restoration of enforcement budget, restoration of statutory authority that has not been removed but has been reduced.

PENDING: Nodes whose next read is decisive. The escrow custodians, the higher education accreditation evaluation pending the May 20, 2026 graduate-earnings rule comment deadline, the borderline financial nodes.

GHOST_NODE: The quiet failure category. Nodes operating outside oversight not because the oversight has been formally removed, but because the measurement architecture has thinned to the point of inactivity. The data brokers. The state courts in aggregate. The donor-advised funds. The private detention chains. The credit rating agencies. The Big Four audit practice. These are the nodes where the framework cannot tell you what is happening because no institutional check is currently looking.

UNAUTHORIZED: The clear violations. The tech-aggregate cluster. The military-industrial cluster. The immigration enforcement cluster. The gig economy. The bail bond and private detention chains. These nodes exceed both invariants and operate outside the Sovereign Constant by their current structural posture.

What this means for the public

The grid has not collapsed. The framework holds. Most of the 185 nodes are recoverable — the pharmaceutical reform path is legislated, the healthcare delivery sector retains its statutory anchor, the federal courts still function, the IRS and EPA and HHS have lost capacity but not authority.

The risk is not collapse. The risk is drift normalization — the GHOST_NODE category. Nodes that used to be measured and now are not. Nodes whose drift continues but whose drift signal does not reach any institutional check. The state courts that no federal system measures uniformly. The data brokers whose extraction no oversight body audits. The faith-based architecture whose Johnson Amendment violation no enforcement body pursues.

The UNAUTHORIZED category names the obvious violations. The GHOST_NODE category names the quiet ones. Both matter. The first is loud. The second is the one that compounds without notice.

This is the grid as the framework reads it on April 28, 2026. Six months past the prior art anchor. One hundred and eighty-five nodes evaluated against fixed invariants. Some stable. Some recoverable. Some drifting unmeasured. Some operating openly outside the Sovereign Constant.

That is the read. The record stands.
